🇬🇧 #English – Dr. Liliana Zelada returns to Cedes (Bolivia’s Departmental Health Service) after this body, in response to the complaint she filed in 2025 before the Ombudsman, replied with a refusal to take any action. (Passing the buck) Dr. Liliana returns there again and insists that all injectables be analyzed, as all of them—routine vaccines, physiological serums, etc.—contain undeclared materials in their composition, responding to them with a new complaint.

Dear Sirs:
I hereby acknowledge receipt of the response issued by that institution, through which I am informed that my case will be closed, under the argument that a pronouncement from the Expanded Program on Immunization (PAI), under the Ministry of Health, is pending.
In this regard, I must state that said response does not satisfy the merits of my request, nor does it constitute a technical, clear, and reasoned pronouncement, since the deferral of responsibility to another administrative instance does not exonerate SEDES from its constitutional and legal duty of protection, surveillance, and control of public health.
BACKGROUND OF THE REQUEST My request originates from a documented citizen investigation related to various biologicals, vaccines, and injectables circulating in the health system, including:
- Measles Vaccines
- Pentavalent Vaccines
- COMIRNATY (Pfizer)
- Tetanus Vaccine
- Polio Vaccine
- Dental Anesthetics
- Vitamin K
- Diclofenac
This investigation was brought to public attention through the media on July 21 and 22, 2025, and supported by a Notarial Act with photographic records, showing images that require technical explanation and scientific verification by the competent authority. Without issuing definitive conclusions, these images have been preliminarily associated by researchers and professionals with possible contaminants or unexpected structures, whose existence must be ruled out or confirmed through official laboratory analysis, which to date has not been reported or explained.
LEGAL BASIS The Political Constitution of the State establishes:
- Article 18.I, which guarantees the right to health, imposing the obligation on the State, at all levels, to protect it.
- Article 35, which states that the State, at all levels, is responsible for the direction, regulation, and control of the health system.
- Article 241, which recognizes the right of citizens to exercise social control over public management.
- Article 24, which guarantees the right to petition, as well as to receive a timely, reasoned, and grounded response.
Within this framework, closing a case without investigation or technical response violates these constitutional rights and principles.
Law No. 475, on Integrated State Health Service Benefits, establishes that:
- The health system must guarantee quality, safety, transparency, and protection of the population.
- Departmental health authorities have competencies in the supervision, surveillance, and sanitary control of health services and products used.
Furthermore, Law No. 3131, on Medical Professional Practice, reinforces the State’s duty to:
- Ensure that supplies, medicines, vaccines, and medical procedures comply with quality, biosafety, and control conditions, safeguarding life and human integrity.
- Implement evaluation, control, and oversight mechanisms to avoid risks to public health.
These regulations mandate health authorities, including SEDES, to investigate, verify, and issue a pronouncement, especially in the face of documented observations that could compromise health safety.
PETITION By virtue of the foregoing, I REQUEST:
- That SEDES does not order the closure of the case until there is a technical, reasoned, and documented response.
- That it be expressly reported whether technical investigations and laboratory analyses have been or will be carried out on the indicated products.
- That the procedures for control, oversight, traceability, supervision, and biosafety applicable to vaccines and injectables entering the country and administered to the population be explained.
- That the citizenry be guaranteed that these products comply with national and international standards, in accordance with current health regulations.
I clarify that this request is made without the intent of confrontation or generating alarm, but rather in the exercise of my constitutional rights, with the legitimate interest of protecting public health, especially for the most vulnerable sectors.
In light of the above, I respectfully request that this institution reconsider its decision, order the corresponding actions within its competence, and issue a response in accordance with the Constitution and current laws.
